How Are Snow Emergency Levels Decided – and By Whom?

Snow Emergency Levels in Campbell County are determined in accordance with County Ordinance §72.07. When snow, sleet, or freezing rain is imminent or occurring, a collaborative assessment is conducted involving the Campbell County Police DepartmentCounty Road DepartmentOffice of Emergency Management, and the County Judge/Executive’s Office.

Following this consultation, the Campbell County Office of Emergency Management (OEM) may formally declare a Snow Emergency.

Once declared, OEM immediately notifies:

  • Local news and media outlets
  • Local city governments (police, fire, and public works)
  • Public safety partners (KYEM, NWS, KTC and etc.)
  • School district officials

Notifications are sent using the most expedient methods available based on the circumstances.

Snow Emergency Levels

Level One – Advisory

  • Conditions: Roads are hazardous due to blowing/drifting snow and/or ice.
  • Advisory: Cautious driving is advised.

Level Two – Restriction Recommended

  • Conditions: Roads are hazardous due to heavy snow, drifting, and ice.
  • Advisory: Only essential travel is recommended. Residents should check with their employer regarding work schedules.

Level Three – Emergency Only

  • Conditions: All roads are restricted to emergency personnel, those traveling for work, medical treatment, medical supplies, provisions, or private snow removal.
  • Advisory: Essential travel only. Violators are subject to prosecution.

Parking Restrictions During Snow Emergencies

Under any level of a declared Snow Emergency:

  • Parking is prohibited on county-maintained roads.
  • This restriction remains in effect until the Snow Emergency is officially lifted in part or in whole.

  • Towing of vehicles creating a safety hazard
  • Fines up to $250 for violating the ordinance (§72.07)
